Winter Storm Update: Significant Weather Event Declared

Dear Friends and Neighbours,

I’m sharing an IMPORTANT WINTER WEATHER UPDATE.

The City of Toronto has declared a Significant Weather Event and a Major Snowstorm Condition in response to a severe winter storm impacting the city, including Scarborough North.

Snowfall totals are expected to reach 30–43 cm over multiple days, which means snow clearing will take longer than usual as crews work around the clock to manage conditions safely.

We’re sharing the key information below so you know what to expect and how to stay safe.

What’s different this year

Toronto is activating a new Major Snow Event Response Plan, which includes:
• Surge staffing and additional snow-clearing equipment
• Enhanced towing and parking enforcement on snow routes
• Coordinated response across City divisions, TTC, and emergency services

This plan is designed to improve response during large-scale snowstorms like this one.

What this declaration means for you

Snow clearing timelines are extended: Roads, sidewalks, bike lanes, and windrows will take longer to clear while crews prioritize safety.

Main roads are cleared first:  Major roads and transit routes are prioritized before local streets and laneways.

Windrow clearing will be delayed: Due to the volume of snow, plows may wait until second or third passes before clearing driveway windrows.

No parking on snow routes: Parking is prohibited on designated snow routes during the declared event. Vehicles may be ticketed or towed at the owner’s expense, with fines up to $500, to allow plows and emergency vehicles to pass.

311 service is temporarily limited: During the first round of clean-up operations, 311 is only taking requests for urgent situations. It may take up to 24 hours before regular service requests reopen.

Please plan ahead

• Avoid unnecessary travel where possible
• Leave vehicles at home and use public transit if you can
• Drive slowly and give snowplows plenty of space
• Expect slippery roads, reduced visibility, and delays
